Post Oak Savannah Groundwater Conservation DistrictOn January 30, 2003, President Bush committed the US to the ITER Project, an international project to build a working Fusion reactor within 10 years. Fusion is the same process that the Sun uses and relies on deep sea water as a fuel. While there are no guarantees, this project gives us a chance that two or three generations from now, electric power can become really cheap. That simple change in the price of electricity could allow future Burleson County farmers to economically irrigate all of their land, with huge agricultural productivity gains. Making sure that there is water in Burleson County for such future enterprises is the responsibility of the Post Oak Savannah Groundwater Conservation District (POSGCD). They are in the middle of trying to get a set of rules adopted and are learning that big money, big business, surplus groundwater, and "the public" are an interesting mix!

OH! Don't forget to vote! You have to do that before 7pm and if you want to attend your party's caucus (usually starts just after 7pm) the driving will get interesting! Even if you plan to attend the Hearing, I suggest you e-mail them your comments at POSGCD@tconline.net or fax them to (512)455-9909. It won't get them in the official record, but you may do just as well by telephoning the individual Board Members and telling them what you think! It appears that they really don't think we have anything useful to say since passing all of this is also on the meeting's agenda and can be done immediately after the hearing! Second Public Hearing - June 28th, 2003Comments On Draft Rules and Regulaltions made at the Board's 2nd Public Hearings are availabe here as we can get copies from the presenters or the POSGCD staff. The current rules were approved for public hearing based upon the changes round of public comment. Received comments have been reviewed by the Rules Committee on April 24, 2003 and again on May 05, 2003. The rule committee presented their changes to the full Board at the May 13, 2003 regular monthly meeting. First Public Hearing - March 20th through April 19th, 2003POSGCD has issued the Comments On Draft Rules and Regulations which is a "draft" official compendium of all comments received during the March 20th through April 19th, 2003 (initial) Public Comment period. Just click on the title to go to an index of them and see who really said what! Now is the time to lobby the POSGCD Board Members to ensure that the rules do what you want. You can be sure that big industry is doing exactly that, so don't feel bashfull! The following sections are the actual documents creating and regulating the district and the in-work and official material which has been generated by the district.Groundwater Availability Modeling (GAM)The POSGCD Board has adopted the use of the Groundwater Availability Modeling or "GAM" simulation to estimate the impacts of groundwater pumping within the District. Minutes of Board Meetings and Press ReleasesThe POSGCD holds its regularly scheduled Board Meetings starting at 5:30 p.m. on the second Tuesday of each month. The location usually alternates between Milam County and Burleson County, but the locations vary. Check the Agenda for the date you are interested in attending!We are attempting to keep all of the Meeting Notices, the Official Minutes of the Board's meeting and the more informal "Press Releases" describing most of their meetings and public education activities in the following table, organized by the actual meeting or event date. Legislative DocumentsGroundwater has always been and is still a big subject in Texas and there are lots of legislative rules written and then re-written over lots of years that one has to wade through. If you have your waders on, we will try to provide the documents! The Post Oak Savannah Groundwater Conservation District gets its powers from and is subject to the restrictions and requirements passed by the Texas Legislature. Finding all the documents affecting the POSGCD is probably a long work in progress, but here is what has been identified to date:
